Weatherization & Lead Remediation

Overview

Funded by the New Jersey Department of Community Affairs, the BEOF Weatherization Assistance Program helps low-income families in Bayonne reduce their energy bills through home maintenance that conserves energy. Qualifying families have a health and safety check performed on heating equipment. The BEOF Weatherization Crew—twice honored with the “Golden Hammer” award as the best in New Jersey—then performs maintenance to improve energy efficiency and make people comfortable in their homes, using only materials that meet both state and federal standards.

Weatherization services may include the following:

  • Insulation installation or replacement
  • Heating (boiler) replacement and repairs
  • Hot water tank replacement and repairs
  • Testing of stoves for carbon monoxide, gas leaks
  • Refrigerator replacement
  • Caulking/weather-stripping for windows and doors
  • Indoor air quality testing
  • Door replacement and repairs
  • Carbon monoxide detectors
  • Shower head replacement and repairs
  • Installation of energy-saving light bulbs

Eligibility

Applicants must be residents of Bayonne, N.J., who meet income requirements, based on family size.

In addition, disabled American veterans receiving compensation (under certain codes) and families who meet at least one of the following benefits are automatically eligible:

  • Food stamps
  • Welfare with cash
  • Temporary Assistance for Needy Families (TANF)
  • Supplemental Security Income (SSI)

Lead Remediation and Abatement Program (LRAP)

Bayonne Economic Opportunity Foundation (BEOF) proudly offers the Lead Remediation and Abatement Program (LRAP) in partnership with the State of New Jersey. This program is designed to protect families, especially young children, from the serious health risks associated with lead-based paint in older homes.

Program Highlights:
LRAP provides services to remove or stabilize lead-based paint hazards in residential properties. Eligible services include paint removal, encapsulation, and replacement of contaminated building components to create safer, healthier homes for Bayonne residents.

Program Requirements:

  • Property must have been built prior to 1978.

  • The property must contain lead-based paint hazards.

  • The property must have no more than 10 residential units.

  • The structure must be free from major structural issues.

  • Vacant units are also eligible.

Eligibility:

  • The occupant’s gross household income must not exceed 80% of the area median income (AMI).

  • The program is open to both tenants and landlords (occupants must be income eligible).

Why Lead Remediation Matters:
Lead is highly toxic, particularly to children, and exposure can cause permanent health problems. The most common risk comes from lead-based paint chips and dust found in older homes. Untreated, lead exposure can result in:

  • Irreversible brain damage

  • Kidney and liver damage

  • Infertility

  • Nervous system damage

  • Seizures

If your home was built before 1978, you may qualify for assistance through New Jersey’s LRAP program.
