About the Role:
We are seeking a Head Start Director of Operations to oversee daily operations and work closely with our current Program Director during a planned leadership transition. Within [9–12 months], this role will assume expanded leadership responsibilities as part of a smooth and well-supported change in program leadership, while the current Director moves into a dedicated Compliance Officer role.
The Director of Operations will ensure the program’s operational systems, facilities, health and safety practices, staffing, and service delivery are aligned with the Head Start Act and Head Start Program Performance Standards (HSPPS), helping to provide high-quality services for enrolled children and families. This is an excellent opportunity for a strong operations leader who may not have extensive Head Start experience but is eager to learn the program in depth while working closely with the Program Director during the transition.

Key Responsibilities:
Program Operations & Compliance
- Ensure all daily operations are conducted in accordance with the Head Start Act, HSPPS, and state licensing requirements.
- Maintain accurate records, reports, and documentation required by federal, state, and local authorities.
- Lead preparation for federal reviews, monitoring visits, and audits.
- Oversee operational compliance with health, nutrition, transportation, and safety standards.
Facilities & Safety
- Manage all facilities, including classroom environments, playgrounds, and administrative areas.
- Ensure all facilities meet licensing, safety, and accessibility standards.
- Coordinate maintenance, repairs, and safety inspections.
- Oversee and enforce emergency preparedness plans and drills.
Staff & Scheduling
- Lead the development and oversight of operational schedules, including transportation routes, meal service, and classroom coverage.
- Directly oversee staffing decisions for operational needs, including hiring recommendations, assignments, and coverage planning.
- Oversee onboarding, operational training, and ongoing performance evaluations for staff.
- Regularly observe all classrooms and staff performance to ensure compliance with the Head Start Program Performance Standards and licensing requirements.
- Ensure staffing levels consistently meet or exceed federal and state requirements for safety, ratios, and quality.
Family & Community Support
- Partner with family services staff to ensure operations support family engagement and community partnerships.
- Assist with planning and implementing program activities and events that meet HSPPS requirements.
Transition & New Facility
- Lead operational preparations for the relocation into the new school facility, ensuring full compliance with all Head Start and licensing standards.
- Identify operational needs and implement solutions during the transition period.
Qualifications:
Required:
- Bachelor’s degree in early childhood education and experience in supervision of staff, fiscal management, and administration required.
- Minimum 5 years of leadership experience in program operations, preferably in early childhood education or nonprofit services.
- Head Start knowledge preferred but not required — must be willing and eager to learn the program in depth while working closely with the Program Director during the transition.
- Strong organizational, communication, and problem-solving skills.
- Proven ability to manage multiple priorities in a fast-paced environment.
- Minimum 3 years of experience in program management and staff supervision.
- Minimum 3 years of experience or formal training in early childhood education.
- Strong administrative and leadership skills, including experience with planning, budgeting, and grant writing.
- Excellent communication skills—both written and verbal.
- Computer proficiency (MS Office, data tracking systems, etc.).
- Ability to work independently and collaboratively.
- Background and fingerprint clearance required.
Preferred:
- Experience with Head Start programs
- Master’s degree in a related field
The Meals on Wheels Runner, within the scope of work of the organization’s mission and under supervision and guidance from the Nutrition Site Supervisor, is responsible for meal delivery, performing daily wellness checks for clients, and providing excellent customer service to home bound older and disabled adults in the community.
This position’s major focuses are to:
- Deliver meals to eligible participants in a friendly, caring and timely manner.
- Perform wellness checks on all participants at time of meal delivery. Report any out of the ordinary findings to the Nutrition Supervisor in a timely manner to receive guidance and direction.
Education and Experience Requirements:

Job Duties:
- Prepare lunch bags to go out for delivery
- Deliver weekly menus and other information as necessary to clients
- Maintain meals at proper temperature
- Clean and maintain Meals on Wheels vehicles (when applicable), hot bags, ice chests, and related equipment and supplies. Return clean equipment neatly to specified areas.
- Deliver emergency meals during inclement weather
Status/Hours: This is a part-time position, 9AM – 2PM
Bayonne Economic Opportunity Foundation (BEOF)
BEOF is managing lead hazard control work through a grant provided by the NJ Department of Community Affairs. BEOF is part of a statewide partnership with other communitybased organizations and municipalities in New Jersey, to remove lead hazards from residential housing. To support these efforts, BEOF is hiring a Construction Manager to oversee lead hazard control work. The Construction Manager will be responsible for the coordination and management of processes that provide lead hazard control and healthy homes renovation and repair work in Hudson County.
This position will work closely with the Weatherization team and our lead hazard control project personnel to advance our goals.

Responsibilities:
- Participate in the implementation of lead program strategies, operational procedures, project development, and budgeting
- Monitor progress towards achieving goals and objectives
- Work with program partners to maintain professional relationships
- Coordinate and oversee lead risk assessments, lead hazard control work and lead clearances
- Create scopes of work from Lead Risk Assessments and visual inspection of units
- Coordinate and manage all aspects of subcontractor activities — estimates, project requisition, contracting, project initiation, oversight and project completion/closeout
- Supervise and monitor construction processes (on site), ensuring high quality workand compliance with HUD and NJDCA lead rules and regulations
- Maintain positive relationships with customers and community
- Track participant data/folders, unit progress and compliance with project budgets
- Participate in marketing lead program to the community
Qualifications:
Demonstrated Experience:
- High School diploma, with a minimum of 5 years work experience in construction
- 3+ years work experience in residential rehab project and construction management
- Experience providing lead safe renovation, repairs and/or abatement
- Proficiency in Microsoft Office applications (Word, Excel, Outlook)
- Valid NJ Drivers License in good standing
Preferred, but not required
- EPA Lead RRP certification, Lead worker and/or Lead Supervisor credential or similar (Ifnot credentialed, must be willing to participate in training and certification post hiring)
- Experience with lead hazard control, energy efficiency and healthy homes programs
- Knowledge of HUD Lead Hazard Control Guidelines and/or NJDCA Lead Abatement (Must be willing to learn all aspects of lead hazard control.)
- Spanish language proficiency
